Every identified project is scored on four criteria drawn from the district's own goals. District leadership sets the weight of each criterion, and the plan re-ranks itself whenever those priorities change.

How urgent is the physical need? Failing roofs and end-of-life systems score highest.

Does the space support modern teaching and learning, or hold it back?

Directs attention to campuses that have seen the least investment across the district.

What's real, and what's pending
A master plan is only as trustworthy as the source of its numbers. This one keeps a clear line between what has been assessed and what is still pending:

● Assessment pending
Five campuses had no cost data in the source documents. Rather than estimate, the plan marks them pending until a field assessment produces real numbers.
